Council’s Industrial Growth Strategy Unveiled

In a dynamic move to invigorate industry, Barunga West Council is stepping up to confront long-standing land acquisition challenges on the Yorke Peninsula by unlocking a strategic parcel of land to create an Employment Zone precinct.

The Council's proactive approach comes in the wake of rising construction costs and global supply chain disruptions, which have not only besieged the commercial and residential sectors, but also its industrial counterpart. These elements, combined with an undersupply of industrial sites and a lack of active local developers, have previously stalled opportunities to support job creation and long-term economic prosperity.

The ambitious project arose after Council received several unsolicited enquiries from interested parties seeking to develop industrial land in Port Broughton.

The only land in Port Broughton zoned for industrial development is owned by a local family. Despite its zoning, this crucial parcel of land adjacent to Hornby Road is currently used for farming. There had been no interest to sell or develop the property for industry, until Council’s proposal was put forward.

Elected Members have now approved the Employment Zone Land project’s scope, budget, and financial impacts.

“The Council has resolved to enter into an option agreement with the landowners to purchase the land, demonstrating our commitment to support and drive investment and growth in our area,” said Mayor Leonie Kerley, who led the successful motion to acquire the land for industrial purposes for sale to private developers.

The Council is on track to deliver necessary works to make the land suitable for industrial use, despite a reduced option term of six months. This includes development feasibility, design works, cost estimates, and negotiations with real estate firms. A fully flexible subdivision plan has been developed and design work undertaken on the access road.

“Having a supply of suitable industrial land is critical for job creation and community prosperity. Our Council, with its expertise, planning powers, recurrent infrastructure spending, strong balance sheet, and competitive borrowing terms, is well-positioned to play a hands-on economic development role,” Barunga West Council CEO Maree Wauchope said.

“In taking this assertive stance, Barunga West Council is not only meeting local challenges head-on, but also setting a clear example for other councils grappling with similar issues in their regions. This positive transformation of Yorke Peninsula's industrial landscape could mark a turning point for regional South Australia.”

Plans for the development of the Employment Zone Land include heavy vehicle-compatible roads, dry allotments approved by SA Water, and a principal power hub by SA Power Networks. Future landowners will be required to accommodate specific costs related to transformers, road crossings, and rainwater harvesting in their development plans.

The Council has engaged industrial real estate experts Colliers for marketing and sales.

“This bold move underscores the Council's proactive role in facilitating development outcomes that support the growth and prosperity of our communities,” Mayor Kerley said.

“It aligns with our broader strategic vision and marks a significant step towards our goal of well-planned and responsible economic development in the region.”
