Council Sets Its Sights On Responsible Growth

Barunga West councillors have endorsed the Annual Business Plan (ABP) and Budget for 2023/2024, emphasising fiscal responsibility, community growth, and enhanced public services.

Council has expressed a strong commitment to an 8.6% general rate increase to balance the budget, taking into account past inflation and a history of low rates. The long-term financial plan is aimed at leading to an operating surplus by 2028, with investment to reduce asset management backlogs.

On the community front, 69 new ratepayers were welcomed last financial year, and $119,256 in additional rate revenue was achieved through subdivisions in 2022/23. There is also an exploration of land acquisition and development to create industrial land, enhancing local job opportunities. Council will continue its support for the community through library services, sporting facilities, and assistance for community groups.

Major infrastructure projects are also a highlight in the new plan, with $4.127 million allocated to capital expenditure including Port Broughton Civic Square, road upgrades, Old Council Chamber restoration, and Fisherman Bay foreshore works. Continual maintenance of existing assets will include $1.67 million in upgrading roads and kerbing, and improving open spaces in the township of Bute.

Council is being responsive to economic factors, considering the increased Adelaide Consumer Price Index (CPI) at 7.9% as of March 2023, and the resulting high material and contractor costs. Attention has also been given to the 12.01% average increase in capital values in 2022/23, which impacts rates and valuation.

Enhanced services and event management will continue, including support for the Yorke Peninsula Community Transport Scheme, Visitor Information Centre, and Rural Transaction Centre. A sum of $40,000 has been allocated to run key community events including Australia Day, New Year’s Eve, and Christmas festivities.

Barunga West Mayor Leonie Kerley said: “The ABP for 2023/2024 demonstrates our unwavering dedication to our community. By focusing on financial stability, community enrichment, and infrastructure, we’re paving the way for sustainable growth. We invite our residents to explore the full plan and join us in shaping a bright future.”

Maree Wauchope, CEO of Barunga West Council, said staff were responsible for managing more than $60 million of infrastructure on behalf of ratepayers, and Council’s many activities included street cleaning, waste management, development planning, pest control, and community support.

“Barunga West Council’s Annual Business Plan reflects an unwavering commitment to complete existing projects, prioritise essential services, and stimulate local growth, all while maintaining one of the lowest rate structures in the region,” Ms Wauchope said.

“Community feedback has been crucial in shaping the final Plan, reflecting the commitment of Barunga West Council to responsive governance and sustainable development.”

Feedback received included concerns over primary production rates, requests for road grading, and remarks on rate increases.
The Plan was developed in alignment with strategic management documents including Uniquely Barunga, Long Term Financial Plan, Council's Asset Management Plans, Main Street Master Plan, and the Tickera Master Plan.

With a strategic focus on preserving existing roads, waste collection, maintaining parks and gardens, and advancing tourism, the Council aims to balance rising costs, inflation, and interest rates. Despite these economic pressures, Barunga West Council continues to provide value to the community, offering one of the lowest rate structures in the region.

The Council's differential rate and fixed charge will remain low, with no additional fixed fees for waste collection.
