Council Endorses Visionary Library Action Plan

Published 12th December 2024
Barunga West Council has given the green light to an ambitious Community Library Action Plan (2024–2026) that aims to redefine the role of libraries in Port Broughton and Bute.

This strategy will transform these facilities into dynamic hubs for learning, connection, and creativity, tailored to meet the needs of all residents. The endorsement, made at the December 10 Council meeting, ensures that the detailed plan will move forward, with funding to be considered during the 2025-26 budget discussions.

The Action Plan outlines an exciting future for the region’s libraries, positioning them as vibrant community spaces where people of all ages can engage in new ideas, access modern technology, and participate in enriching activities. Developed with community input, the plan addresses challenges in the current library infrastructure while unlocking opportunities to make these spaces more inclusive and accessible.

Key initiatives include relocating the Bute Library to the Old Council Chambers, creating a more welcoming and functional space with natural light, ample room for books and activities, and modern facilities.

Feedback from the consultation process revealed strong support for this move, as it aligns with community expectations and offers greater visibility for the library. Improved signage and branding will be introduced to ensure residents and visitors can easily locate library services.

The Port Broughton Library will also see enhancements to better serve the community. While its current location within the Port Broughton Area School provides access to a large space, the library lacks visibility and feels more like a school facility. The plan includes reconfiguring the library to foster a more inclusive and inviting environment.

A large community-created mural will celebrate local culture and history, while new features such as tea and coffee facilities, comfortable reading corners, and vibrant seasonal decorations will create a welcoming atmosphere.

Community programs will be expanded across both libraries, with a focus on engaging children and families. Proposed activities include school holiday programs, literacy workshops, and author events. Improved digital resources will ensure residents have access to modern technology, including free Wi-Fi, public computers, and e-books. A home delivery service will also be introduced to support those unable to visit the library.

The action plan outlines the development of a cohesive promotional strategy to boost awareness of library services. This includes designing a new brand identity, installing directional signage, and launching a comprehensive social media campaign.

Residents will see engaging online content such as behind-the-scenes library tours, “Book of the Week” features, and library ambassador initiatives showcasing the benefits of library membership.

Feedback from community consultation helped shape the action plan. Some residents expressed a preference for weekend access rather than a 24/7 service model, citing concerns about security and the practicality of extended hours. Others highlighted the need for collaboration with local schools to deliver programs for children, especially during school holidays. The Council has committed to working closely with community groups and stakeholders to ensure the plan’s successful implementation.

Council has estimated the total cost of implementing the action plan to be $39,000 over its two-year term, with $20,000 allocated for library space revitalisation, $10,000 for the promotional campaign, and $5,000 for expanding services. These costs will be carefully considered during the 2025-26 budget deliberations to ensure they align with ratepayer expectations and Council’s financial priorities.

Mayor Leonie Kerley said: “This action plan demonstrates Council’s commitment to supporting education, connection, and cultural enrichment in our region. Libraries are more than places to borrow books; they are spaces where people can learn, create, and come together. By investing in these vital community assets, we are investing in the future of Barunga West.”
